STATE WIDE AREA NETWORK (SWAN)
State Wide Area Network is one of the core projects under National e-Governance Plan. The network is envisaged to connect sub-offices at tehsil level and district level to the State Headquarter through appropriate communication media to form a closed user group to carry voice, data and video traffic To setup one nodal point i.e. Point of Presence at each State/District/Block Headquarter Under the SWAN project for A&N Islands, it is proposed to setup hybrid communication network of BSNL and ISRO established Development Communication Network in A&N Islands The network has been planned with one State Head Quarter, four District Head Quarter and fourteen Block Head Quarter in A&N Islands.
Purpose:
To develop a closed loop network of all Government Offices and Common Service Centres to access all the application hosted in the State Data Centre To provide second line of communication (data, video and voice) connecting 18 locations across A&N Islands to support Disaster Preparedness / Management activities To provide Intranet Mail service for A&N Administration Employee spread over all the inhabited Islands.
Outcome:
Provide a conduit between CSCs, Departments and Data Centre, also among departments Enable effective implementation of e-Governance initiatives till last mile Strengthen Disaster Management Capacity Improve the data communication efficiency.
Funding Pattern:
The project is funded partly by Department of Electronics and Information Technology (DeitY), Ministry of Communication &IT, Govt. of India as Grant-In-Aid and partly as Additional Central Assistance through the UT's Grant by Planning Commission.
Current Status:
DPR prepared as per the direction of APEX Committee on IT headed by Chief Secretary with an estimated cost of Rs 32.39 crore. DeitY, Government of India approved the DPR with a total project cost of Rs 7.22 crores. The RFP was prepared by Department of IT following the architecture as proposed in the approved DPR. The RFP was sent to DeitY, Government of India for review and obtaining technical clearance. The RFP was approved by DeitY, Government of India with few suggestions which was incorporated in the RFP. The approved RFP after incorporating the suggestion of DeitY, Government of India was floated in National Dailies. The pre-bid queries received were discussed with DeitY, Government of India at New Delhi and as per the direction of DeitY, Government of India, specification of networking components and relevant clauses were amended in the RFP to ensure larger participation and follow DeitY payment Scheme The corrigendum was approved by Empowered Committee on IT, A&N Administration and bids were received on the revised specification and template The successful bidder's bid value is higher than the project cost approved by DeitY, Govt. of India.
